Why are there charges on your toll free number when you use a payphone

Last October 7, 1997 the Federal Communications Commission (FCC) has adopted a surcharge on toll free calls placed from payphones or public phones. This is in behalf of the pay phone service providers and it will be remitted to them. Therefore, if your toll free number receives a call from a payphone or you use a calling card from a pay phone there will be an additional charge.
